Challenge

The challenge had three focus areas.

A platform never formally reviewed against best practice

The client's AWS environment, built on EC2 and S3, had grown organically at around 1,000 pounds per month and was acknowledged as not optimised. Without a structured review across the Cost Optimisation, Operational Excellence and Security pillars, it was hard to know where the real risks and savings sat ahead of a public launch.

Manual intervention during load spikes

The compute layer lacked auto-scaling, so variable translation workloads risked either over-provisioning and wasted spend, or manual firefighting when demand peaked. For a government service that is the difference between a smooth launch and a visible wobble.

An open question on Amazon Bedrock

The client wanted to know whether Bedrock could deliver domain-specific translation with Retrieval-Augmented Generation for client-specific terminology, and whether it could realistically meet a target of sub-0.2 second responses at more than 1,000 requests per second. Committing to a direction without that answer carried real cost and delivery risk.

Solution

Cloud Combinator structured the work as two phases so the client could act on infrastructure findings while the Bedrock question was answered in parallel.
